The War Of Northern Aggression

Since the end of the American Civil War it has long been thought of as a war of freedom. The victorious Union declared that they were fighting to free the slaves in the South. However, in fact, the Civil War was actually a major breaking point in American History because it was really a power struggle between the old and the new. The new, just as it had done in the previous generations, was replacing the old and was using so called â€Å"justice† as its spearhead.This division, based upon several distinct factors, led to conflict and sectionalism within the country and ultimately started a war. The Southern states eventually seceded from the Union because of differences in cultural expansion, political beliefs, and authority. Culturally, the South and the North were almost always at odds. However, it didn’t escalate into a serious matter until the admission of California and a growing interest in the West.This expansion created the question of whether or not slavery was allowed in the West, and although many people thought that the conflict was solved with the Missouri Compromise, they were sadly mistaken (just ask the Native Americans and how compromises worked out with them). The truth of the matter was that the majority of Northerners didn’t really care if the South had slaves or not in the beginning. Odds are that the institution of slavery would had died out anyhow with no need for a war.However, if the nation was expanding and growing into a respectable country around the world, slavery was what many people believed was holding America back. This created tensions between the North and the South which often led to violent encounters such as the raid on Harpers Ferry led by John Brown, as well as violent disputes in the West, particularly in Kansas, over popular sovereignty which eventually led to the nickname â€Å"Bleeding Kansas. † With industrialism circulating in the North and new ties being made between the North and the We st due to advancements in railroads and transportation, along came with it a sense of superiority.The North was advancing along with the West, and the wicked South with all its impurities and old-fashioned traditions was holding the nation back. Although, what many Northerners couldn’t comprehend is that slavery was a necessary evil in the South. Slavery, along with technological advancements such as the cotton gin and short-staple cotton, were the main reasons for an influx of wealth in the region. In short, the livelihood of many Southerners was based on slavery and with the expansion in the West, and the question of slavery in the West, there was definite reason for Southerners to feel threatened.If people would fight to keep it contained then they would eventually fight to abolish it. In fact, in an excerpt from a speech given by Albert Brown he states that, â€Å"The Northerners hate us now, and they teach their children in their schools and churches to hate our childre n†¦. The John Brown raid, the burning of Texas, the stealthy tread of abolitionists among us, will tell the tale†¦. The North is accumulating power, and it means to use that power to emancipate your slaves (Doc 2).†This not only gives an example of how many Southerners felt threatened and infuriated but also shows the division of the country due to a prodding Northern agenda. Actually, in an excerpt from Jefferson Davis he said just that. He stated that, â€Å"Sectional hostility manifested in hostile legislation by states and raids of organized bodies sustained by Contributions†¦ of Northern Society furnish to us sufficient cause†, which basically means that Northern Society was backing Southern Society into a corner (Doc 7).Politically, the division between the two sections of the country was much greater than their already distant cultures. In fact, in the 1860 presidential election the popular vote was almost split right down the middle between the No rthern Republican, Lincoln, and the Southern Democrat, Douglas. Not only was it divided in numbers but as well as the different sections of the country almost exactly (Doc 4).In fact, during the presidential campaign in 1860 the Republican party stated that, â€Å"we deny the authority of Congress, of a territorial legislature, or of any individuals, to give legal existence to slavery in any territory of the United States† whereas the Democratic party stated that, â€Å"all citizens of the United States have an equal right to settle with their property in the Territory, without their rights, either of person or property being impaired (Doc 1)†, ultimately showing the reader the different opinions held by each half of the country.This gradual disunion of the country and its politics eventually led to a series of events, including the repeal of the Missouri Compromise and such abolitionist literature as Uncle Tom’s Cabin, that started a war. In a passage written b y George Templeton he reassured this when he said that, â€Å"we might have forgotten it had not Douglas undertaken to get Southern votes by repealing the Missouri Compromise. That was the final blow (Doc 5). †Despite the cultural and political differences of the war, to many people, it was about honor and integrity. The South felt as though the North had no right to tell it what it can and cannot do, and rightly so. Who were they to tell Southerners that after ages of building up their own Southern society and culture, they had to tear it down and conform to the rest of the country and its own beliefs and practices? In theory, the real reason behind the war was authority, and who exactly had it.Whether or not it was the pressure from the Federal Government to take control, or it was the states themselves who craved freedom from the government, or a combination of both didn’t matter because it was too far-gone at that point. However, the truth of the matter was summed up by a quotation from the Pittsburgh Press when it stated that, â€Å"The Republicans claim the right to make a code of laws for the South, not only in the States, but in the Territories (Doc 3).†This gives us the basis for what the war was truly about, which was the right to protect oneself and their way of life. So in conclusion, the Southern states seceded due to large differences in culture, politics, and faulty authority. This gave way to one of the bloodiest wars this country has ever seen with over half a million deaths on its own soil between its own countrymen. This tragedy led to resentment between both sections of the country, but allowed for the reestablishment of the Union to commence, giving way to the foundation of our present, somewhat unified country.

Home School Essay

It has come to the attention of many that the debate over home schooling has been getting more brutal each and every day. Below is reassurance on why the board should offer this marvelous opportunity to these students. Every student is different, each has its own learning curves; some more then others. I am for home school because students can be overwhelmed by the large amount of work, students can get off task easily in traditional school, and if a student is home schooled, the student is the center of attention. When students go to traditional school, there are a lot of other students. Being with so many other students can be overwhelming for some, not all. For the students that it is too overwhelming for, why shouldn’t those students get an equal opportunity to do there best in school? If it is school were talking, then throw in the conversation of life as well. Without good schooling, students will be unable to get into a good college, without college, well it is kind of sad for the rest of their lives. As the Board of Education you want students to succeed in school, and in life, well then tell people to stop trying to slow down there education and the process in which students and parents educate. A positive in being home schooled is not getting off task. If the students do not have a large amount of distraction, then the want for distraction will be eliminated. Students get off task very easily (Trust me). An example of an off task student is a student talking to another student, thus far not hearing the teachers instructions. By keeping them on task then that is a great way to destroy a learning curve or learning curves. Another positive in home school is, the student is the center of attention! In any traditional school, there is a lot of students that do not understand or get the concept of a focus of study. Teachers have many students and may not always be available to make the focus of study more clear to the student. Home school guarantees the idea of a student never being left behind. What is the point of putting a student through school and the student only grasps bits and pieces, when the student could understand it all and probably even learn more then the average student in traditional school. To conclude this essay, please remember that home schooling is a great opportunity. Students are different and need special attention. I am for home school because students can be overwhelmed by the large amount of work, students can get off task easily in traditional school, and if a student is home schooled, the student is the center of attention. If the student can afford and have the means to do so, let home schooling happen!

Downloading And Copyright Laws Illegal downloading also known as file sharing enables people throughout the world to share information such as movies, music and documents. Music artists around the world were losing out on thousands if not millions of dollars worth of profit from CD sales. The biggest offender was the newly software called Napster developed in 1999. In the past decade governments have become more and more involved into combating this form of distribution. This essay looks into how appropriate governments alongside ISPs operate against combating this type of crime. Net neutrality is a major theme, that in my opinion forms a barrier. The constant updating of laws and overwriting of laws has caused an overwhelming amount of confusion, and with the development of ACTA it only causes more confusion. During my research, I have used and referred to internet on many occasions as I felt that this was the most updated form of information on this topic. Books and reports to gain an understanding surrounding technological aspects as well as sociological aspects into this ever-growing problem of copyrighted file sharing. Introduction to Illegal Downloading and Copyright Laws The illegal downloading of copyrighted material is probably one of the most common and easiest things we can do on a computer today. It doesnt take a computer expert to do so. All this was made easier by a program called Napster, which was released before the millennium, by Shawn Fanning, a college student. He had developed a way which would revolutionize the way data was sent across computers systems. It was just about two years ago, where the French government suggested and passed a law stating that the downloading and uploading of copyrighted material would be seen as a criminal offense and that action would be taken. Soon enough, after years of discussion the offenders would receive their warning letters this year. The French government claiming that over 100,000 letters were sent. However as many other journalists believe, this does seem a bit exaggerated and used a scare tactic. This investigation looks at whether it is justified for the French authorities to cut someones internet connection. The law was highly controversial as it affected internet privacy, and it was soon brought to my awareness that it didnt follow the philosophy of the World Wide Web. The idea behind the set up of the World Wide Web, was net neutrality. The ideas are simple. That governments or ISPs should not intervene with any of the content being distributed, and allow free communication between the computer systems. This being said, it doesnt appear to be the case, and governments have become more involved. The origins of copyright law date back to the 16th and 17th century, were different acts were made for printing and pressing. The Licensing Act of 1662 which protected printers against piracy. The breaching of this act, would lead to high fines and possible imprisonment. The first known law of copyright originated in Britain and was primarily there for the protection of literary works. The Fair Use Copyright has derived itself from the Statute of Anne. We move on again to the Berne Convention for the Protection of Literary and Artistic Works, which is an international agreement where governments around the world joined forces to protect intellectual property. The history and development of copyright laws is described in further detail in the History of Illegal Distribution of Copyright Material of this essay. The topic of net neutrality is one of great importance in todays society in the case of authorities becoming involved into the case of potential illegal downloading and uploading. Regulations vary in countries, however the essence of net neutrality should never have changed. To what extent are governments allowed to access our computers or intercept data packages destined for personal computers. The contrast between telephones will be interesting to mention, as telephones require court orders for data to be intercepted from a phone. Isnt this a paradox? ACTA (Anti-Counterfeiting Trade Agreement) is the new hype surrounding intellectual property. ACTA is a highly secretive treaty between developed countries who are keen on creating even stricter intellectual property laws, and add them into free trade agreements. It is important to note what type of agreement this is. It is not a law, which means it doesnt have to pass parliament. This is an easy way for countries to overcome so many issues surrounding copyright laws. Due ACTAs secrecy, information available is limited and I have attempted to get as much as I can, as I feel that this agreement will bring a lot change to the role of governments in controlling their copyright laws as well as bringing up new ethical issues. With all of this combined, its evident that with recent developments in the world and the way it will affect how we use computer systems, I can follow up on an investigation of the question: To what extent are the responsibilities of governments and ISPs in harmony in the case of copyright laws? Availability of Copyrighted Material As mentioned in my introduction, over the past few years technology has advanced so rapidly, from tape recorders to CDs to portable digital media players. These transitions have brought in different factors along with it, such as different ways of formatting music files and videos, as well as being able to access them on multiple devices. Hence making copyrighted material more vulnerable as it became so easy to transfer. The general public started to see that music, videos and software were becoming free, as computer intellectuals started cracking and hacking this basic form of protection that was implemented on copyrighted material. Napster was set up in June of 1999, and was a massive hit among college students. Rumor has is that over 2 million downloads of Napster occurred in the first 6 months of its launch! Soon enough word reached the RIAA (Recording Industry Association of America) and various artists and the challenges of this new digital revolution would begin. This social a nd ethical battle still continues today, is it right to download copyrighted material freely? There are so many ways to find and record music, and laws that have been written arent updated enough to keep up with the general level of advancement in technology. The issue of laws not being updated at a faster rate is touched upon in History of Illegal Distribution of Copyright Material. Shawn Corey Carter also known as Jay-Z, one of worlds most successful artists said in an interview with the well respected Forbes Magazine that the record industry had made a mistake and should have embraced the technology and worked with it, rather then going against it. In the past couple of years, the music industry is attempting to embrace this new digital revolution. Since then results have proven that he was correct. In 2004 digital sales had increased by over 940%! In reply to this surge and the increase of downloading, big artists and bands have released free tracks. The arrival of iTunes by Apple would also give more people access to music and within 7 years iTunes sold over 10 billion songs! Steve Jobs described this development as This has been the birth of legal downloading, Apple CEO Steve Jobs said of iTunes when it first launched in 2003. Were going to fight illegal downloading by competing with it. Were not going to sue it. Were not going to ignore it. Were going to compete with it. This is an effective statement is a prime example of where most governments should be at today, however this is not the case. iTunes is a great example of how it can work, as well as other various examples such as Spotify as well as Beatport. In a survey I conducted among twenty individuals asking; If you knew how to download music and videos illegally, would you? 60% of people said Yes. Its been evident that downloading music is a very lucrative market, and this is shown by the as data from the IFPI (International Federation of the Phonographic Industry) suggests that the combined figures of sixteen countries over a three year period leads to 40 billion illegal downloads! The last few years have been referred to as the digital revolution, however I think we are entering a new age of digital amelioration. History of Illegal Distribution of Copyright Material The distribution of copyrighted material has been a problem since the 17th century and the free content across the World Wide Web has only been a problem for just over a decade. The introduction of Napster in 1999 would be the start of a new era. However the sharing of data had been going on long before Napster. This data was of a different kind, and of a different purpose, yet its philosophy is similar today in the case of To what extent are the responsibilities of governments and ISPs in harmony in the case of copyright laws?. The philosophy of net neutrality is based on freedom of speech, and people operating beyond the jurisdiction of any authority or any countrys authority. Soon after Napster was set up, different methods evolved, such as other P2P software sharing such as Limewire, Kazaa. Torrents have become popular in recent years. A new era was born, and digital media was widely available. During my research I decided to find out how long and how many clicks are needed to find a song using various methods. This table is listed below: Method As can be seen above through my research, the simplicity of dowloading music, is done in less the ten clicks! This also depends upon whether or not you use keyboard shortcuts. The origins of copyright law date back to the 16th and 17th century, where different acts were made for printing and pressing. The Licensing Act of 1662 stating An Act for preventing the frequent Abuses in printing seditious treasonable and unlicensed Bookes and Pamphlets and for regulating of Printing and Printing Presses. Even though these acts and laws existed, printers were given exclusive rights to be able to print a certain document. Religious establishments were keen on getting the bible printed, as it was a way of spreading ideas. The breaching of this act, would lead to high fines and possible imprisonment. The first known law of copyright originated in 1907 in Britain. This was known as the Statute of Anne, it stated An Act for the Encouragement of Learning, by vesting the Copies of Printed Books in the Authors or purchasers of such Copies, during the Times therein mentioned. As we can quickly establish, the first instance of copyright law, came from a position of authority, Queen Anne of Britain. During my research it became very apparent that nearly all copyright laws were related to literature work. Over time the laws and statutes have adjusted themselves to certain situations. The Fair Use Copyright has derived itself from the Statute of Anne. It can be compared to freedom of speech. Fair use has never been given limits by its lawmakers. It allows people to make a fair use is any copying of copyrighted material done for a limited and transformative purpose such as to comment upon, criticize or parody a copyrighted work. This law doesnt allow copyright holders to over exaggerate the unlawful use of their work, as well as allowing the public to use the work fairly. The Berne Convention for the Protection of Literary and Artistic Works, is a international agreement which was signed in 1886, and currently has 164 members. This was the first step where governments around the world joined forces to protect intellectual property. The law abolished the requirement to register foreign works and introduced an exclusive right to import or produce translations. It has come to my attention that the issue of controlling the distribution of ideas and copyrighted material has been a social and ethical issue not for the past decade, but in actual fact for approximately three centuries, yet still today governments lack behind and still havent found a solution. The evolution of the World Wide Web has only made this a harder task. Net Neutrality The definition of Net Neutrality is unclear, as there are many different interpretations, fundamentally it means the access to the internet without restrictions. Tim Berners-Lee once said that Net Neutrality is a principle proposed for user access networks participating in the internet that advocates no restrictions by Internet Service Providers and governments on content, sites, platforms, the kinds of equipment that may be attached, and the modes of communication allowed Net neutrality is the reason the internet has become such an important and powerful way of bringing messages across, and has had such an influence on world affairs. A great example is the affect of Wikileaks, and how governments attempt to remove them. The educational value it just as important, as it enables old and young generations to share ideas and learn from each other. In the case of music, it can be argued that their definition for music is very different, and indeed the definition of music is still today a matter of discussion. Record labels obviously feel that it is a source of income. Some people feel that it is a way of expressing emotion. The sharing of music allows inspiration for others to follow, and I think it can be widely agreed on. If people did not have access to as much music as they do, the music industry wouldnt be as alive as it is today. It would appear that copyright laws established by government are actually inhibiting new artists, instead of blossoming t heir growth. ISPs and Governments appear to be receiving pressure from the creative arts industry internationally. This is slightly ironic as it is primarily the music industry that have such issues with the current state of their market. The International Chambers of Commerce states the significant volume of digital and fake products being distributed via the Internet, and the loss of economic development, harm to heath safety, reduced technology transfer, and innovation, the total magnitude of counterfeiting and piracy worldwide is well over US$ 600 billion. France has been the center of government and ISP regulation, as its said to be the number 1 country in illegally accessing movies and music. In 2005 the DADVSI was voted through by both houses of the French Parliament. DAVSI was a proposed law based on reforming the French copyright laws, which forbid the sharing of copyrighted material through P2P networks. This was probably one of the most understood laws implemented. The law has had its fair amount of modifications since its implementation, as well as new laws overwriting the DAVSI law as new technological and social issues kept arising. The example of this is the new controversial HADOPI law, which was implemented after a previous failed attempt in early 2009. After its first year of running, and still uncertainty on what these laws exactly are. The French President Sarkozy, has announced that the HADOPI agency has warned over 100,000. Although experts say that the real figure is approximately 30,000. The ways these warnings are received, touch upon the essence of net neutrality. International Press as well as computer experts have suggested French ISPs have been reluctant to identify and email customers, yet have been forced to do so under government pressure. Our discussion, is to determine the right idea for third parties such as ISPs to get involved for an issue that isnt theirs but that of the record labels. This makes legislation a lot harder, and it requires constant updating. The Chinese government is an example of how a government controls the internet, shutting down sites that could show information which could potential bring vast amounts of criticism from other countries. However the US has criticized this thoroughly, recently there have been government proposals for wire tapping the internet, to allow national security agencies to track and look at your personal computers data through the internet. In the western world, where people are often critical of Eastern policies, we are now moving to similar policies that we criticize to this day. ISPs shouldnt be allowed to packet sniff to investigate our activity. This brings in the whole issue of privacy. There are another few examples which can be shown as why net neutrality should be enforced further. In 2007 Federal Communications Commission advised the US government to vote for the implementation of a law for net neutrality as it is only a morale and not an actual law. -Telephone companies connect phone lines together to allow people to communicate easily, but dont tap them to listen to what is being said. Wire tapping requires judicial warrants, and is seen as a huge privacy matter to tap into someones phone. Where do we cross the line? I believe that is a question that nobody can agree upon, from a political as well as a illegal downloader perspective we would receive biased opinions. The willingness for concessions appears to be 0% from both parties. ACTA (Anti-Counterfeiting Trade Agreement) ACTA is a plurilateral agreement between 10 countries and the European Union , which is attempting to set out authoritative measures on intellectual property rights. This idea was developed by America and Japan back in 2006 and the first conference was held in 2008, where soon countries New Zealand to Mexico would join. These talks have been held at a very low level, which has raised suspicions from computer experts, and leaked documents have only increased the fears of the effects that this treaty could have to the public. This agreement gives government authorities rights such as: -The right to search through personal computers, when under the suspicion that illegal copyrighted material might be contained inside. (Border Search Possibilities) -Track internet user behavior -The close cooperation between ISPs and copyright holders in removing infringing material. -Network filtering by ISPs (DPI)) These are an example of the problems that face this agreement, even though ACTA allows countries to set up their own punishment. Some of the suggestions put forward to combat the illegal distribution of copyrighted materials are not in line with privacy laws set out by certain governments, or certain international treaties. Which of course, leads to further complications. The Effects of Illegal downloading Internationally Illegal downloading has been on the agenda of international politics for the last couple of years, and it has become a growing problem for governments, and a global interest for youngsters in that same period. The spread of material through the Internet has grown drastically since the introduction of the World Wide Web. According to the University of Minasotta around 675 petabyes per a day of data crosses between computer systems a day, and an approximated 21 exabytes a month. Its estimated that the internets total data is about 500 billion gigabytes of data back in 2009 . Thanks to all the advancement in technology, and new security concerns, the saving of data has been essential. Multimedia has become a big part of daily life, and it is estimated that on average U.S. children spend almost 8 hours a day using media, such as TV and computer. According to the International Federation of the Phonographic Industry(IFPI) it is estimated that over 95% of all music downloads are illegal (2009). However over the last decade, the music industry has had to adapt to the new demands of the consumer. The digital era has also affected the music industry, and companies such Apple Inc. are selling music at an unbelievable rate from their online music store. The big four Universal Music Group (UMG), Electric Musical Industries (EMI), Warner Music Group (WMG) and Sony Music Entertainment, have developed 360 deals where they fund marketing and promotion for an artist. In return the artist will share his profits from concerts and sales with his record label. Big artists such as Robbie Williams and Jay-Z are attached to such contracts. The digital market, and revenues have increased dramatically in this area. (IFPI report). It shows that the music industry is capable of adapting to new circumstances. Yet feels that is it missing revenues. Although this assertion is correct, the nature of the problem has grown to an extent where it is impossible to reverse, and only minimize damage. I believe a distinction must be made between the music industry and artists, some artists choose to post their work for free as that is their way of marketing it. It changes the discussion point which links in with my research question. To what extent has the distribution of copyright affected the music industry. A wide conception is made when thinking of the music industry as a group of multinationals, however I believe that this is a misconception that shows another complexity on the issue of copyright law. The music industry also consists of the small artists that havent achieved fame. Kate Nash provided her music for free on myspace, and eventually her popularity increased and gaining herself a deal. Overall the effects of illegal downloading has caused some change, instead of actually combating the issue. Conclusion I have attempted to show the consequences of illegal downloading, and future problems caused by it. Copyright law, has evolved thoroughly throughout the past century. Yet the development of technology and the introduction of digital media have only increased this evolution to a rate where it is impossible to overcome the impact. This is reflected in the limited range of sources, as the Internet has proved most updated. When Napster started the idea wasnt embraced but attacked upon, which I believe was a very fundamental error as they could have used this type of technology to their advantage. The music industry has seen a new way of spreading their product and this has shown as from 2004 to 2009 there was a 940% increase in digital sales! Ironically in the same source its stated that in P2P sharing (largest piracy method) 76% actually spend money on music, yet still claim that the net effect is still negative. The development of Copyleft and Creative commons is in my opinion the future. The music industry is like any industry, they have their cycles. It is unfortunate that file sharing was easily dismissed between computer systems. As for ISPs becoming involved, it really relies on governments and in a recent report by the International Federation of the Phonographic Industry (IFPI) ¸ they stated The music industry and other creative sectors around the world are seeking to engage ISPs in curbing digital piracy on their networks. In most countries, this requires help from governments in establishing a consistent and effective response from the entire ISP communityà ¢Ã¢â€š ¬Ã‚ ¦..IFPI first called for ISPs to cooperate in a graduated response system in 2005. Five years later, voluntary means have largely failed to progress. This failed progress is evident from the reluctant ISPs to forward information, as they feel that they are betraying the privacy of their clients. A majority of governments around the world have set themselves a major task, reforming the way digital media is distributed. The development of ACTA has only made the combination of copyright law, intellectual property law and international treaties a immensely and unimaginably complex process. The laws and treaties to overwrite and conflict each other, and complicate the process of reform further. Reviewing the laws and treaties in different countries, just makes me think what on earth are governments attempting to do. Governments are attempting to work in harmony with copyright laws, yet ISPs are becoming increasingly resilient to co-operating with governments but have no choice as laws have been designed which require information about customers to be shared. Another question that arises is to what extent will these measures go, in the Net Neutrality part of this essay. If the government succeeds in forcing ISPs or enabling co-operation between the two. How far will this go with other means of communication? Privacy will be a major social issue. The defending of net neutrality will be difficult as it is a principle and nothing more. Yet it still maintains a status of etiquette among society which is now slowly being broken. The ability of hackers is a force to be reckoned with, they always appear to be one step ahead. Governments and ISPs will always be behind no matter what situation they find themselves in. This is a big social and ethical issue plaguing the World Wide Web. Steve Jobs set an example that many governments must follow, and its too late too combat, so the only way is too compete. The question here is, what will it take to compete? Many lawyers, computer science experts, music businesses and governments have spent years attempting to solve this issue, but to what extent it will ever be gone for good, will be hard. Leininger’s Culture Care Theory of Nursing

Leininger’s Culture Care Theory of Nursing Around the world Madeline Leininger is considered the founder of the theory of Culture Care Diversity and Universality and also for the discovery of the research method known as enthonursing or transcultural nursing. She was the first nurse to theorize about human care from a worldview rather than the usual medical view. She is a creative, innovative, and visionary editor and author of 22 books, 265 articles, and 40 chapters focused on transcultural nursing and human care phenomena (Cohen). Leininger is a United States-born anthropologist in which she incorporated her knowledge and expertise in anthropology to her practice in nursing to create an idea that would greatly influence the way in which nurses cared for their clients as well as develop a sense of self-awareness. In 1948, Leininger first received a diploma from St. Anthonys Hospital School of Nursing in Denver, Colorado which qualified her as a registered nurse. She quickly moved on to receive a bachelors degree in biological science and soon thereafter earned masters degree in psychiatric nursing. Finally, she was the first nurse in history to study at a doctorate level and receive a PhD in cultural and social anthropology. She applied her roots in anthropology to provide nursing with a way to study caring while taking into account peoples culture, beliefs, patterns, and values to provide culturally sensitive and congruent care to every patient (McCance, McKenna, Boore). By the 1950s, Leininger began to formulate writings on nursing practice with a primary focus on caring and transcultural awareness (Cohen). In the late 1980s, Leiningers writings on her theory of transcultural nursing and cultural care were published in her Journal of Transcultural Nursing in which Leininger defined caring as the essence and central domain of nursing practice(Cohen). The intention of this publication was to share scholarly work among nurses and others with an interest to incorporate transcultural nursing knowledge into their scope of practice. Her published theory states that caring is the central and unifying domain for the body of knowledge and practices in nursing (Leininger). Globally, she is considered one of nursings most prolific writers. Leiningers theory of transcultural care is significant and unique in the fact that it is the sole theory that focuses on cooperative care that takes into consideration all cultures around the world (Cohen). It is predicted by the U.S. Census Bureau, that by 2042, no single racial-ethnic group will hold a majority population position, and more than half of Americans will be members of a minority group (Varcarolis 2010). In a time when the world is growing smaller and our society is encompassing and adopting more and more diverse cultures, it is imperative that nurses are competent in the ability to give culturally congruent care to patients in all healthcare settings. According to an article on global leadership in transcultural practice, education, and research by Margaret Andrews, Leininger has identified three key historical phases in the process of her development of the transcultural theory of nursing, according to one of her articles called The Evolution of Transcultural nursing with Breakthroughs to Discipline Status (2007). These phases serve to outline the development of transcultural nursing. During the first phase (1955-1975): Establishing the Field of Transcultural Nursing, Leininger acknowledged the relationships between nursing and anthropology, but kept a focus on nursing and the benefits of having a theory (Andrews). During the second phase (1975-1983): Program and Research Expansion for Transcultural Nursing, increasing amounts of nurses became interested in the valuable contribution of transcultural nursing around the world. And lastly the third phase (1983-present): Establishing Transcultural Nursing Worldwide, is the period dur ing which transcultural nursings global agenda is the primary focus. It all began when Leininger was working as a psychiatric clinical nurse specialist in a child guidance home in the 1950s when she experienced the unfamiliar feeling of culture shock. While at the guidance home she worked with children of various cultural backgrounds. She began to notice a lack of understanding amongst herself and the staff about how the childrens cultural backgrounds where influencing their behavior. From this, she came to the conclusion that caring is the central unit to nursing and being culturally competent is vital in order to deliver care to patients. She then began to develop strategies that would help the staff to incorporate congruent care to children with diverse cultures, patterns, and ways of life by developing a worldview and incorporating it into their technique. In the early 1960s, as a part of her doctoral studies in cultural anthropology at the University of Washington, Leininger decided to reside with the people of New Guinea, in which no one had any familiarity, in order to further study this new idea of culturally based interventions (Cohen). She established herself in Gadsup, New Guinea for two years in which she opened her eyes to the values, world views, and beliefs about the health and illness of the villages and how they were crucial in delivering appropriate healthcare. When Leininger arrived in Gadsup she was baffled at how completely different their world was from the one she left behind and she knew that the unfamiliarity would pose a tremendous challenge to her studies. However, Leiningers eagerness to study the meaning of healthcare to these people and how it influenced their wellbeing lead her to adapt and provide specific care that would be beneficial to people and families who were ill. Leininger believed that culture was universal framework to how people solve their problems. The experiences she encountered during her visit in Gadsup sprung the idea that beliefs about health and healthcare are imbedded in the values of the person or persons receiving the care and the understanding of these values and beliefs are critical for interventions to be successful in allowing the patient to heal and be cured. Transcultural nursing with a focus on caring must become the dominant focus of all areas of nursing. It is holistic and the most complete and creative way to help people (Leininger, 1981:5). A key factor that she derived from her experience was her newly discovered research method that she referred to as ethnonursing. The central idea of the enthnonurisng research method was to establish a naturalistic and largely emic method to study phenomena especially related to her culture care diversity and universality theory (Leininger McFarland). The terms Emic and Etic are used widely by anthropologists to re fer to the way in which observations are viewed. The term etic refers to the behavior or belief of the observer of the culture. The term emic refers to the view from the person within the culture and this view is has largest influence on Leiningers studies considering that her work was centered on the patients views in order to meet and understand concepts that were indigenous to them. Leininger applied ethnonursing for the study and analysis of the local or indigenous peoples viewpoints, beliefs, and practices about nursing care phenomena and the processes of designated cultures. She formulated this concept to take into account that nurses do not usually have the time to study the entity of peoples lifeways and interests, but that care is more geared toward the health patterns and phenomena. In an article written by McCance, McKenna, and Boore, a practical application of Leiningers theory was conducted by Barry Kronk in 1993. The purposed of this study was to gain knowledge of the culture of a group of Guatemalan refugees who fled to the United States due to political unrest, extreme poverty, and persecution. The refugees major barrier to congruent care was the language barrier that disabled the caregivers to provide culturally congruent care due to being unable to communicate the refugees cultural preferences. The knowledge that needed to be acquired of their culture included concept of health, health care beliefs, caring behaviors, and barriers to health care. In order to acquire these concepts the health care providers used methods of data collection such as observing, interviewing, life history, photography, and participating with the people in their own environment. When using these methods, Barry Kronk, were able to gather findings of the refugees such a kinship and social factors, educational factors, religious and political factors, traditional factors, belief factors, economic factors, and previous health care factors. When applying Leiningers transcultural care theory and diagnostic tools, Barry Kronk were able to provide a number of recommendations for the refugees in order to provide care. This study also conveys another concept that is unique to Leiningers theory in which the focus of caring may transcend the individual and focus on families, society, or communities as a client (Cohen 1992). Sometimes, culturally competent care cannot be focused on the person as central to nursing because in many cultures, such as those of Eastern or Indigenous cultures, the term person or self does not linguistically exist (Cohen 1992). In these cultures it is not uncommon to see that the concept of a clients health illness is due to a lack balance or harmony within their community or tribe. Madeleine Leiningers culture care theory suggested three modes in which to facilitate nursing actions, judgments, and interventions to meet the heathcare needs of their patients in a culturally sensitive and congruent manner. The three modes of care were: preservation/maintenance, accommodation/negotiation, and repatterning/restructuring. Cultural preservation or maintenance refers to nursing care interventions that help clients of particular cultures to retain and preserve cultural care values when providing healthcare. Cultural care accommodation or negotiation refers to creative and innovative nursing actions that help people of different cultures adapt or negotiate with others in order to attain a goal of optimal health outcomes suitable to the clients culture whether it be an individual, a family, or a community. Cultural care repatterning or restructuring refers to the therapeutic actions taken by the culturally competent nurse that enable the client to modify personal health b ehavior to achieve beneficial outcomes while respecting the cultural values of the client . These assumptions are the philosophical basis in which Leininger has used to add meaning, depth, and clarity to the overall focus of culturally competent care. Visual aid to her theory: sunrise It is amazing what some women and men dare to do with their ideas in many places in the world. Creative thinking and actions are what the world needs most. Transcultural nursing has been an example of these attributes. While taking new actions may be troublesome to some people, yet new actions and new ideas can lead to a wealth of new knowledge and new ways to serve people. Transcultural nurses have taken such actions and are transforming nursing and health care in many places in the world (Leininger).

Advertising Athletic Apparel and the Obese Essay -- Marketing Athletic

Athletic Apparel: Detriment to the Obese? Giant, toned arms, washboard abs, and ripped legs—these attributes are all too common in commercials for athletic apparel. Outfitters such as Nike, Adidas, Converse, Asics, and Under Armour display elite athletes in many of their commercials. Unlike some food, clothing, and car, among others, commercials, they are never directed toward the obese. Even fast-food companies are recognizing that the U.S. has dominated other countries in a statistic that it should not be proud of—the percentage of obese people living within our borders. Who is to blame for this? No one party can shoulder the bulk of the blame because it belongs to a large number of people. But the problem now is not to place blame, it is to help these people get in shape—not just to look good—so that they can live longer, happier lives as well. As mentioned earlier, fast-food companies, who are partially at fault, have begun to put out healthier food and advertised it more in an attempt to not only avoid lawsuits, but to help the overweight people who realize that they need to make a change. Athletic apparel is one business that could really make a push, through advertising strategies, to show that exercise represents a titanic percentage of what needs to be done to lose weight. They could have a line of commercials like Subway did with Jared, showing a true story about someone who loses massive amounts of fat by using their product. A commercial by Nike or Adidas displaying an obese person working out is hard to come by. A few years ago Miami Heat Guard Dwayne Wade signed a deal with Converse. Obviously he has appeared in a number of their commercials since then, partially due to his great success so early in his pro... .... The athletic apparel commercials, if directed at the country’s overweight people, could make a big push toward removing the United States from the title of â€Å"fattest country in the world†, as well as saving the lives of, not only Americans, but everyone in the world who is clinically obese and faces so many health risks. Technology Knowledge :: essays research papers

Technology: Knowledge   Ã‚  Ã‚  Ã‚  Ã‚  My definition of technology would be something that one possesses that helps to make their life easier. Knowledge would be one of those factors that have been made easier to access. Not merely knowledge, but certain things such as computer/internet access, calculators, television and so forth that help one to be more aware of these conveniences. American Samoa has been blessed to witness parts of this â€Å"technological revolution†. There are many things affected by technology, however, I will be basing this paper on the conveniences that we deem as necessary to continue an education.   Ã‚  Ã‚  Ã‚  Ã‚  After discussing the best parts of technology with Timoteo Tali, I talked with Tu’umasina Tui about what one’s life was most like without technology. In comparing my notes, I find that technology is a great thing, yet at the same time Anapogi Young and I realize that there are many downfalls to the numerous things that help make school and work, among various things, much more accessible.   Ã‚  Ã‚  Ã‚  Ã‚  Examples of how technology affects us in a positive way are the computer programs, Internet access, television shows, and also calculators that make it easier for one to learn. I’ve seen the benefit of having television programs such as Sesame Street, Barney, and Mr. Roger’s Neighborhood. I realize now, that though I was probably just enjoying the program, I was also learning from it. As I matured, so did the programs that I watched, but nonetheless, I was still learning and at the same time, having fun doing so. I am glad to have had such technological devices to help me throughout school and life. Another device would be the computer. There are computer programs and games that help you learn without really knowing you are. And then there’s Internet access that gives you information to practically anything you need. â€Å"You’ve got the world at your fingertips†, is a quote that I’ve heard many times. You’re able to research any topic at any time from the private comfort of your home; you can also e-mail assignments to your teachers. Now, there are also classes you can take online without going to school, another benefit. Another major device would be the calculator. In my discussion with Tu’u, I realize that it must have been quite difficult to solve certain math problems without the use of a calculator. The calculator is one’s best friend in a math class; it has values such as sine or logarithm that would be quite hard to calculate by hand due to the amount of time of the class.

Pakistan China Relation Development

MARIAM ABBAS 15-10079 The Major Developments in Pakistan’s Relations with China Almost sixty years have lapsed since Pakistan and China established diplomatic relationship. The relationship between the two countries are time tested, an unbridled relationship which continues to grow and strengthen with passage of time. The area in which the two nations reside has undergone numerous Geo-strategic changes namely Sino-Indo relations, the collapse of Soviet Union, 9/11 with Pakistan becoming front line state in the war against terror and so on.In context to all these developments, China and Pakistan find themselves on the same page , each strongly supporting each other at every forum thus exhibiting exemplary and unique brotherly relationship. The intensity of the relationship can be gauged by the frequency of the visits by the two heads of the state which continue unabated. President Zardari stated on his second visit to China in February 2009, within a year of taking over the pre sidency, â€Å"Perhaps no relationship between two sovereign states is as unique and durable as that between Pakistan and China.On the Pakistan side of the Himalayas, the mighty range that separates the two countries, China is seen as a true, time tested and reliable friend that has always come through for Pakistan. That the Pakistan-China friendship is higher than the peaks of Himalayas is now a truism without exaggeration. I am certain that on the Chinese side a similar sentiment exists for Pakistan. It is a friendship rooted in the hearts and minds of the people of the two countries. 1 An insight into the significance of developments of relationships between the two nations are outlined below: â€Å"In 2005, China and Pakistan signed a land mark Treaty of Friendship and Co-operation, whereby they committed that neither party will join any alliance or bloc which infringes upon the sovereignty, security and territorial integrity of either nation, while simultaneously positing tha t both parties would not conclude Treaties of this nature with any 3rd party. †2 The above agreement is manifest of the deep rooted friendship between the two states.The security and territorial integrity of any nation is the most vital element for existence for any nation. Pakistan China relationship were based on these foundations. Having build a solid foundation of friendship, China provided physical, technical and financial support to Pakistan on a number of vital projects bringing huge economic benefit. The infrastructure projects of Karakoram highway and Gwadar Port are a few significant developments. The construction of Gwader Port will bring immense economic activity in the area.It will also afford a strategic entrance to the Arabian Sea and the Indian Ocean thus gaining a considerable influence in the region. The People's Republic of China enjoys strong defence ties with Pakistan. China fully supported Pakistan in its 1965 war against India. China's source of military equipment to Pakistan has steadily increased over the years. Ever since the dependence on American military equipment has become unreliable and prone to undeclared conditions, the induction of Chinese hardware has increased. China has helped to establish ammunition factories, provided technological assistance in modernizing existing facilities.Joint ventures such as development of JF-17 Thunder fighter air craft, AWACS system, Al-Khalid tanks, Babur cruise missiles are symbol of deep rooted military co-operation. China has also a vital strategic interest in developing relationship with Pakistan. Ever since the China – India skirmish in the sixties over border dispute which resulted in India building up its forces along the disputed border leading to Chinese military intervention, China has opted for strong partnership with Pakistan to check any hemoginistic designs of India in the region.This analogy can best be summed up by Lisa Curtis in an article titled â€Å"Extent of Pakistan China Relationship† as under: â€Å"Pakistan and China have long-standing strategic ties, dating back five decades. China maintains a robust defence relationship with Pakistan and views a strong partnership with Pakistan as a useful way to contain Indian power in the region and divert Indian military force and strategic attention away from China.The China-Pakistan partnership serves both Chinese and Pakistani interests by presenting India with a potential two-front theater in the event of war with either country. Chinese officials also view a certain degree of India-Pakistan tension as advancing their own strategic interests, as such friction bogs India down in South Asia and interferes with New Delhi’s ability to assert its global ambitions and compete with China at the international level. †3 China is fast emerging as the biggest economic super power.Economic trade between China and Pakistan is rapidly increasing at a fast pace. Chinese products have f looded the Pakistani market. â€Å" Current trade between both countries is at $ 9 billion, making China the second largest trade partner of Pakistan. † 4 China has also played a significant role in the development of nuclear power plants for peaceful purposes. The material and technical support provided by China in the completion of Chasma Nuclear Power Complex is a manifest of the deep rooted relationship.This has been despite the fact of increasingly stringent export controls in western countries and opposition by major super powers thus it is true to state that Pak-China relationship is â€Å"Time tested and All weather. † In Chinese, Pakistan found a best and most reliable friend. China always helped Pakistan economically and militarily when there was no hope for external help. On the diplomatic front, Pakistan always find China firmly standing behind its back.As a reciprocal, Pakistan was not only the first country to recognize China but it always supported China 's claim to the Chinese seat in the United Nations. Pak-China friendship is an all weather and time tested relationship based on mutual trust and respect. Both the countries enjoy convergence of views on all bilateral regional and international issues. To conclude it can be said without any doubt that Pak-China relationship is exemplary, which continues to grow and is envy for others. It is a friendship which is rooted in the hearts and mind of the peoples.

Life is a Gift Essay

Life is a gift. It is an honor; a spark; an excitement. We all have a world of our own. A wise author, Albert Camus, once stated, â€Å"you will never be happy if you continue to search for what happiness consists of. You will never live if you are looking for the meaning of life† (Albert Camus). Life is about living to your fullest abilities; why waste our time looking for the meaning of each breath we take? Each person is a part of life. Each life has a world of its own. I believe that the meaning of life, defined by Victor E. Frankl, is to find meaning in our own life. Each and every person on this planet has a meaning to his own life, and is a unique and independent individual. And so, the question comes along, â€Å"Who am I? † The answer is I. I am who I am, and not one person can ever change that. My life is exceedingly meaningful, and is made up of a series of rituals, experiences, a plentiful amount of mistakes, and many various emotions. According to the article, The Rite of Passage, a ritual â€Å"help[s] us understand the changes in our lives and give meaning to experiences† we undergo. Rituals express who we are today, as well as the sum total of our actions, feelings, and thoughts that makes each person in this world, a single, individual person. An example of a major ritual and life-changing event in the Odyssey is the trial of the bow. During this scene, a disguised Odysseus surpassed a difficult task, as he without effort strung the challenging bow. Odysseus, after laying the arrow on the arch, shot the mighty bow â€Å"with careful aim, not miss[ing] an axe’s ring from first to last† (Homer 2011). This scene makes a change in not only Odysseus’s life, but also his son, Telemachus, and his wife, Penelope. The trial of the bow is an important Rite of Passage, offering significance to each one of their lives. Just like Odysseus, I have progressed through a numerous amount of rituals, along with experiences, mistakes, truths and actions, all leading up to the fourteen year old girl I am today. Although each person has a different opinion on what surrounds us, I believe the nature of the universe is full of the unknown. The world is a scary place to be in, it encloses us in, with nothing but mystery. It is a frightening thing, to move on with your life not knowing what will happen in the next few moments, but that is what life is all about; the unknown. We surround ourselves with questions that can never be answered; yet we need to learn to live life in the present, not thinking about the future with every step we take. No one in this world is fearless, in fact, according to H. L. Mencken, â€Å"The one permanent emotion of the inferior man is fear – fear of the unknown, the complex, the inexplicable. What he wants above everything else is safety† (H. L. Mencken). In agreement to Mencken, nothing in this world is safe; we waste seconds; minutes; hours; even days worrying about our fears. Worrying about our fears of the unknown. I believe we can’t relate to this unknown universe, however, we can live with it. Instead of waking up each day wondering what the unknown is, we need to wake up everyday focusing on what we do know, and interpreting that information into what we understand. In order to find the meaning in our lives, we each need control over our lives. I control my life one hundred percent. I make me own decisions, choose my individual actions, and control my responses. We have complete control over our own lives. However, the one think we do not have control over is other people’s actions and decisions. Although we have the power in our individual lives, others may influence our judgments, choices, and conclusions. All of these factors affect whom we are, along with the fact that we can’t control others reactions, which may cause poor influence on us. For example, in the novel, The Odyssey, Odysseus sails a long journey home, facing many distractions, challenges, and adventures. He encounters many different monsters that stop him in his path, including Cyclops, The Sirens, and Poseidon. Although Odysseus can control his actions, and the way he fights, he has a weakness when it comes to his opponents. Just like Odysseus, we can control our actions and responses, but when it comes to having others involves, we have no control over how they can act and make their choices. Living life freely, with no regrets, and accomplishing all of our goals. That is a satisfying life. Taking risks, without worrying, loving ourselves, being happy with our achievements, and experiencing all different emotions is what life is all about. A variety of different feelings occur throughout our lives; we need happiness, excitement, fears, anger, and even tears to lead a fulfilling life. In the independent reading novel, entitled Speak; Melinda Sordino writes about emotions and feelings, â€Å"When people don’t express themselves, they die one piece at a time† (Anderson 58). Melinda believes the reasons people need to express themselves is because everyone needs to experience all kinds of emotions in order to interact and stay alive. In the Odyssey, Both Odysseus and Telemachus are involved by an overwhelming amount of emotions. Without the emphasis of their feelings without the novel, the story would have much less meaning and would not be as dramatic. Emotions add to our everyday conversations and feelings towards each other. We need them to live a satisfying, enjoyable life. I believe, in order to find the meaning of my life, I need to sit back, relax, and let the question answer itself. In order to survive, and live for as long as possible, I have to enjoy my life in the present. Not be thinking about the future, and where life is going to take me; but live life as it is brought to me, rather then bringing myself to my life. By being patient and letting my life come to me as time goes on, I am sure to survive for a longer, happier, and more exciting period of time. Yet, at the conclusion to each person’s life, the certainty of death must strike. Getting ourselves ready for this unpredictable day is very easy, as long as we’ve accomplished everything that we have set out to achieve, death may appear whenever it feels the need to. It is a misfortunate thing, though, as some deaths develop so quickly and suddenly, we do not have time to say our goodbyes. Nor do the victims have time to achieve their goals, and pass on wishes. An example of a sudden death is in the novel entitles Lost for Words, by Alice Kuipers. In the story, Sophie’s older sister died traumatically in a sudden train bombing. Due to the death, it ripped Sophie’s family apart. They stopped talking to each other, and everything became awkward between her and her mother. Because of the unpredictable death at such a young age, her sister was, sorrowfully, not ready for her time to come. She may have not achieved her goals in life, and got to take as many risks as life leads her too, making it an even bigger tragedy for Sophie and her family. There were a number of dreadful deaths in the Odyssey as well. These included Odysseus’ crew, Odysseus’ mother, and many suitors. From reading all of these disastrous scenes and stories about death, I have learned that in order to reconcile myself for the inevitability of death, I need to start living my life with many risks, and no regrets. By living my life without any doubts, and enjoying my life in the present, I can be sure to live a long, satisfying life, ready for the fate of death for whenever it decides to doom on me. I believe the meaning of life, is to find meaning in our own, individual lives. By waiting for life to come to me, and enjoying the present in a way of happiness, enjoyment, and risks, I can be sure to eventually come to a full understanding of why I am here, living today. Each life has a world of its own, and each person his own life. Each person in this world will have a different story to share, and a different meaning and impact on our world today.

Fascist Government Essay

Fascist government is better compared to a communism government in that it seeks the reality of the society on strength and weaknesses of nations.   Historically, fascist governments opposed the class conflicts and emphasized that they would forever exist. Though fascists have been used pejoratively in the present setting, it is clear that communism was worse in history as it advocated for classless and stateless society that declared allegiance to the Marxism-Leninism a notion that was impossible to apply.   It is no doubt that communism orientation of social organization where totalitarians dominated and above all, the self perpetuating political party system was the major cause for excessive anarchy like that experienced under the soviet rule. Overview This paper explores fascist government as the better option to communism with greater focus on the historical events.   Through use of questions and answers, the paper explores the principles and theoretical considerations of the two systems of government.   It compares the major occurrences under the two systems of the government to support the thesis statements.   With reference to the period of application, the paper gives a clear analysis of the logistics behind the fascists’ governments as opposed to the communist administration. Questions and answers What are the principles of communism and how effectively did communism governments apply them? Communism government is guided by the main principle of a society that is egalitarian and classless mainly based on common ownership and control of the production means. The principles call for a stateless society with a form of government that declares allegiance to Marxism-Leninism.   Application of communism has and is always controversial in that the well outlined principles form a reciprocating platform for abuse by the same governments. Remarkably, it is communism that has made USSR to be remembered for its ruthlessness when dealing with the community.   In 1928, Joseph Stalin application of communism which he claimed to be directly under his predecessor Lenin innovation, were borne of mayhem and anarchy.   It was marred with extra judicial killings, spying and elimination of the political opponents (Lauren, 173-177). As indicated by fascism, it was important to acknowledge the need for the classes in the society as they were the ones that bore them.   Fascist governments therefore applied the correct principles of the time that were bound on the desire to grow and expand beyond their boundaries.   Though application of the survival for the fittest in the human realms was a major shenanigan, fascism has been credited for creating nationalism and enhancing identity.   Sir Osward Mosley, the leader of British Union of Fascists emphasized that communism was a major cause of suppression for democracy it claimed to advocate (Daniels, 38-45). What were the consequences of communism and abolishing private property ownership to ensure equality? Communism was mainly directed at seeking communal ownership of the production systems in the society.   Under this system however, the government was given a better operating platform to practice massive corruption to the people.   Though the concept was initially well thought of, its application mostly presented the reciprocal a notion that made the whole system to become a failure.   The death of Karl Marx at end of the 19th century has been cited to be the possible end of real communism. Historians indicate that fascist governments rose as a response to the events of World War I, a notion that cited the possible fallouts in democracy and liberalism for their favor of individualism or internationalism.   Historically, this concept was faulty and saw the establishments of the fascist governments like in Italy (Furet and Furet, 178-188). How effective was the system and what were the repercussions? Application of communism was a bloody notion that had far much reaching implication even to the current society.   During the World War II, the communists consolidated power through massive blood shed in most of the Eastern Europe.   In Russia, the struggle by many countries to get independence never bore fruits until the international community intervened later in the 20th century.   Though communist governments claimed to be borne by the people themselves, it is however ironical that most of the third world colonies that adopted the communist ideals like Cambodia, Lao, and Angola are still among the poorest in the world. Though fascist government promoted the growth of their empire beyond their own territories, they supported the nationalism and were mainly driven by charismatic leaders.   This gave the notion of the great capacity of the fascism governments to rationally reason out their application policies.   Nakano Seigo of Japan noted that fascist governments had the capacity to practice democracy than did communist governments (Furet &Furet Deborah, 186-190).

Different Perspectives on the Practice of Leadership

Matthew R. Fairholm University of South Dakota Different Perspectives on the Practice of Leadership Public administrators need not only practical and intellectual permission to exercise leadership, but also a practical and intellectual understanding of what leadership actually is. Much has emerged in the public administration literature and practice about the need for and legitimacy of public managers exerting leadership in their work, complementing the traditional functions of organizational management and policy implementation.Calling on the experiences and ideas of practitioners, this article offers an empirical understanding—both descriptive and prescriptive— of what leadership actually looks like as it is practiced by public managers. It uncovers five leadership perspectives (ranging from leadership as equivalent to scientific management, to leadership being a whole-soul or spiritual endeavor) held by public managers and discusses their implications for public admi nistration. It legitimizes the notion that leadership is a crucial part of public administration and offers public managers the chance to improve or enhance those legitimate leadership activities.Public administrators not only need practical and intellectual permission to exercise leadership, they need practical and intellectual understanding of what leadership actually is. Training public managers in the skills and techniques of leadership and management has become a major part of public human resource efforts (Day 2000; Sims 2002; Rainey and Kellough 2000; Ink 2000; Pynes 2003). Articles and essays have surfaced in the literature about the need for and legitimacy of public managers exerting leadership in their work, complementing the traditional functions of organizational management and policy and program implementation.Books have emerged to lend more specificity to the topic of leadership in the public sector. Still, in the face of technicism, strict policy implementation, and a fear of administrative discretion, it has often been a significant struggle to discuss the philosophy of leadership in public administration. This article offers empirical insight, both descriptive and prescriptive, about what leadership actually looks like as practiced by public managers, and it supports a growing focus on leadership in the literature (Behn 1998; Terry 1995; Van Wart 2003). The research findings influence ublic administration and the individual public administrator by first growing our basic understanding of leadership, refining our perceived public administration roles consistent with that understanding, and finally, reshaping the professional training of public administrators. These new ideas about how public managers view and practice leadership legitimize the notion that leadership is inherent in and a crucial part of public administration, and it offers public managers the chance to improve or enhance those legitimate leadership activities. The hope s that th e current trend of building leadership and management capacity among practitioners will be undertaken with a more proper focus and with renewed theoretical and practical vigor. Background: The Leadership Apology in Public Administration Public administration traditionally is the study and work of management in public organizations. It is also the study and work of leadership in those organizations. Public administration emerged with a bias toward management science—the expert, the decision maker—but management science has not sufficiently served public administration McSwite 1997). Different Perspectives on the Practice of Leadership 577 focus on doing their work right (that is, correctly), while leadership is concerned with selecting the right things— programs, policies, values, goals, etc. —to work on. In today’s environment, it makes more sense for us to describe public administration as the practice and theory that grapples with doing the right things right in the service of society. In short, public administration is the work of management and leadership. In contemporary literature, the concepts of management nd leadership are constantly being defined, compared, and differentiated. 1 A simple way to see the distinction is that if you can count it, you can control it, you can program it, and therefore, you can manage it. If you cannot count it, you have to do leadership. While some still may not see a distinction, the leadership literature today by and large accepts the differences. Notions of leadership, for instance, grounded the government reinvention efforts so prevalent in the 1990s (Ingraham, Sanders, and Thompson 1998).For example, Sanders (1998) argues that leadership is essential in the working and transformation of government. He suggests the key ingredients of leadership in government reinvention include â€Å"single-minded purpose and a strategic perspective with a proclivity for risk †¦ participation and persistence† (55). Behn (1998) says that leadership is required in the world of public administration to resolve its inherent imperfections. He suggests that no matter what we call the work of public managers, managing the systems and procedures are only part of the job.Initiative, motivation, inspiration— the things of leadership—also play a critical role in making government and government organizations work. Behn offers that the question is not whether they should lead, but rather what kind of leadership should public administrators be practicing. For him it is â€Å"active, intelligent, enterprising leadership †¦ that takes astute initiatives designed to help the agency not only achieve its purposes today but also to create new capacity to achieve its objectives tomorrow† (224). Terry’s (1995) view of leadership serves as a backdrop to much of Behn’s discussion.While Behn focuses on the traits and behaviors of public managers, Terry emphasizes a normative, values-laden approach to leadership, dismissing the heroic leadership constructs in favor of the leader as conservator of institutional and organizational values and goals. The idea of public managers infusing values into an organization is not a new one, even if it is often ignored. Selznick (1983) states that the point of leadership is to â€Å"infuse the organization with values. † And Denhardt (1981) says the theory and practice of public administration are integral to the development of the state and its allocation f values in society. It follows, therefore, that public administration must encompass far more than technical concerns (Hart 1984). Fairholm (1991) focuses a discussion 578 Public Administration Review †¢ September/October 2004, Vol. 64, No. 5 of values leadership in the work of public administration, presenting a model of leadership that is consistent with the fundamental constitutional values that guide and shape the work of public managers. Luminaries in the field, such as Follett (1918), Barnard (1938), and Waldo (1980), have also discussed leadership issues in terms of values and relationships.This focus has been renewed in the leadership literature discussing emotional intelligence, or the ability to understand people and act wisely in human relations (Goleman 1995). Nevertheless, for most, leadership is only one of many supporting elements of public administration’s success or efficacy, not a major factor in public administration theory and practice. In fact, some public administration theorists avoid the topic of leadership altogether. James MacGregor Burns (1978) offers a reason. In modern times, he writes, leadership research and theory have been misfounded in social and political thought. Burns emphatically argues that an ncompassing leadership theory has suffered both from an ill-advised intellectual trip â€Å"down a blind alley,† leading only to misguided ideas of authority, and from the inadequacy of empirical data (23). Researchers have denigrated the idea of leadership, he contends, because they misunderstand the evolving nature of authority derived from changing social structures, and because they have missed opportunities to tie in research procedures and focuses from intellectual interests such as psychology, sociology, history, and political science, not just scientific management, Weberian bureaucracy, and the like.Following Burns’s argument, perhaps public administrators are still afraid of the concepts of raw power, authority, and domination, with which a misguided history of leadership theory has endowed us with. Specifically, many in public administration suffer from a preoccupation with traditional arguments surrounding the potential evils of authority. This preoccupation revolves around typical public administration issues and concerns that are described in ways contrary to the focus on leadership found in recent literature. These concerns can be summarized by what ight be termed the â€Å"three D’s†: (1) dichotomy arguments that say leadership looks too much like politics and therefore should be eschewed; (2) discretion arguments that simply define leadership as a maverick and undesirable version of administrative discretion; and (3) domination/ authority arguments that suggest leadership is merely another form of domi nation and authority and, therefore, is inherently dangerous because it tends to create societal units that are dominated by the whims of unchecked (that is, unelected), morally hegemonic â€Å"men of reason† (McSwite 1997).Despite these objections (indeed, perhaps because of them), studying what leadership actually is and how it is applied makes sense in the world of public administration. As Burns once optimistically declared, â€Å"At last we can hope to close the intellectual gap between the fecund canons of authority and a new and general theory of leadership† (1978, 26). Certainly, studying leadership in public administration offers an opportunity to jump the practical hurdles that history and intellectual narrowness have presented. Such endeavors can begin to close an intellectual and practical gap and help complete the field.Beginning to Fill the Public Administration Leadership Gap For public administration, the leadership gap has really only existed in the ac ademic realm. Practitioners have been â€Å"doing leadership† and dealing with authority and influence all along, but without a good model for what they are doing. While some writers in the field have focused on leadership, overall, public administration scholars have done little to help understand what leadership in public organizations is. Van Wart (2003) suggests it is still an area worthy of more thought and especially more research. His eview of public administration articles suggests that leadership itself has not been in the mainstream of public administration literature and that a dearth of empirical research on leadership is evident. Many public administration academics are, at best, ignoring leadership issues and, at worst, rejecting the concept. Practitioners, on the other hand, are trying to gain sufficient training or grounding in leadership to deal with the relationship-based issues they face daily. Because of this practitioner focus, a few universities have sta rted programs explicitly linking leadership and the public sector environment.Increasingly, government agencies are devoting time and financial resources to leadership and management-development programs. 2 Many state governments have committed to offering the nationally recognized certified public manager training to their employees. And most federal agencies have leadership-development programs for senior executives, middle managers, and new recruits with significant leadership potential. You Know It When You See It Even with all of this focus on leadership development, public administration as a field has not devoted sufficient cholarly attention to the topic. People often lump all executive functions or behavior into the word â€Å"leadership. † They disregard the unique leadership techniques that have prompted contemporary leadership scholars to differentiate leadership and management. Thus, they may say that virtually everything done in organizations is leadershipâ€⠀ which also means that nothing is. One reason for this lack of attention is that understanding leadership is hard. In part, this is true because of the many extant management and leadership theories, approaches, and definitions. To some xtent, though, these definitions of leadership simply reflect the theory that each individual researcher has about the leadership phenomenon. One authority on leadership suggests, â€Å"Leadership is like beauty. You know it when you see it. † As Stogdill (1974, 7) suggests, â€Å"there are as many definitions of leadership as there are persons who have attempted to define the concept. † Understanding leadership, then, may entail understanding people’s conceptions or mind sets about the phenomenon and framing these perspectives in a useful model. Studying practitioner views n leadership, therefore, is an appropriate and valuable start to understanding what leadership looks like in public administration to public administrators. This article deals with the author’s study focusing on what leadership looks like to public managers. This research develops empirical evidence that different perspectives on leadership exist that shape the behavior of individual practitioners in ways specific to their mind sets. This is a â€Å"personal conceptions† or â€Å"perspectival† approach to leadership study. This perspectival approach reveals the different ways that individual public managers see their eadership activities every day—how they conceive of leadership from their perspective. Therefore, it provides a richer, more meaningful understanding of the concept of leadership and facilitates a more complete analysis of the leadership phenomenon. It also suggests it is likely that practitioner leaders can grow in their understanding of leadership. Importantly, this research better informs the work of public administrators by emphasizing both the leadership and the management responsibilities that are evident as practitioners ply their craft. Leader and Leadership Two main approaches to studying leadership emerge.The most popular is a focus on the leader, suggesting that leadership is best understood by studying specific individuals in specific situations (Bennis 1984; Kouzes and Posner 1990; Carson 1987; Sanders 1998). Proponents of this method focus on the qualities, behaviors, and situational responses of those who claim to be or are given the title of leader. In this first approach, leadership is what leaders are or do, and therefore the meaning of leadership derives from the work of the leader: Leaders define leadership. The second approach recognizes that studying individual eaders may not get you to a general understanding of leadership (DePree 1992; Wheatley 1999; Heifetz 1994; Burns 1978; Greenleaf 1977). This approach rejects the idea that leadership is a summation of the qualities, behaviors, or situational responses of individuals in a position of authority a t the head of organizations. Proponents of this approach accept that leadership is something larger than the leader— that leadership encompasses all there is that defines who a Different Perspectives on the Practice of Leadership 579 leader may be. Hence, the meaning of â€Å"leader† (or who ay be labeled a leader) depends on the leadership techniques displayed, not the position held. This second approach differs from the leadercentric approach mainly by asking the question, â€Å"what is leadership? † instead of â€Å"who is a leader? † This second, more philosophical approach guides this research exploring how public managers view leadership. Applying the Perspectival Approach to Understanding Leadership Paradigmatic, perspectival, or worldview conceptions of how we look at the world are not new in literature. Barker (1992) uses the term â€Å"paradigm† to suggest a system or attern of integrating thoughts, actions, and practices. Graves (1970) d escribes different states of being, each of which determines actions, relationships, and measures of success. Although the states of being are somewhat hierarchically arranged, Graves’s research shows that a person need not necessarily grow to higher levels or states of being. Harman (1998), in reviewing the history of science and knowledge, suggests there are three fundamental ways (perspectives) of seeing and knowing the world and the phenomena of social interaction. Other authors see culture s shaping the way we view things in our everyday experiences (Quinn and McGrath 1985; Schein 1996; Herzberg 1984; Hofstede 1993). McWhinney (1984) explains the importance of looking at paradigmatic perspectives in studying leadership. He argues the different ways people experience reality result in distinctly different attitudes toward change, and understanding these different concepts contributes to new understanding about resistance to change and modes of leadership. Morgan (1998) al so suggests that the way we see organizations influences how we operate within them and even shapes the types of activities that make sense ithin them. The Theory of Leadership Perspectives The research draws on the perspectives outlined by Gil Fairholm (1998). He suggests that people view leadership in at least five different ways. These perspectives not only shape how one internalizes observation and externalizes belief sets, they also determine how one measures success in oneself and others. Thus, Fairholm says, â€Å"defining leadership is an intensely personal activity limited by our personal paradigms or our mental state of being, our unique mind set† (xv). Our leadership perspective defines what we mean when we say â€Å"leadership† and shapes how we iew successful leadership in ourselves and others. He explains that while the leadership perspective that someone holds may not be the objective reality about leader580 Public Administration Review †¢ September /October 2004, Vol. 64, No. 5 ship, people holding that view behave as if it is. Individuals immediately draw on their own conceptions to internalize conversations about leadership. They define leadership for themselves and use their perspective as the basis for judging whether others are exercising leadership. Frustration, confusion, and even conflict may arise because individuals may simply have ultiple, competing, even conflicting conceptions of what leadership is. Fairholm posits five distinct leadership mind sets that emerge from experience and literature from the past 100 years or so. The first is leadership as (scientific) management. This perspective equates leadership with the type of management that draws on the scientific management movement of the early part of the twentieth century, which still has relevance for many even today. In this perspective, much emphasis is placed on managers understanding the one best way to promote and maintain productivity among the employee ranks.Gulick’s (1937) famous mnemonic, POSDCORB (plan, organize, staff, direct, coordinate, report and budget), had great influence on the work of public administrators by legitimizing and routinizing the administration of government and fits squarely in this perspective. The second perspective, leadership as excellence management, suggests that leadership is management but focuses on what has been called the â€Å"excellence movement. † Popularized in the 1980s by Peters and Waterman (1982), Deming (1986), and Juran (1989), this perspective focuses on systematic quality improvements with a focus on the eople involved in the processes, the processes themselves, and the quality of products that are produced. The third perspective is leadership as a values-displacement activity. This perspective defines leadership as a relationship between leader and follower that allows for typical management objectives to be achieved primarily through shared values, not merely directi on and control. Leadership success depends more on values and shared vision than on organizational authority. Although the values-leadership perspective differentiates leadership and management, it still focuses much on the role of the leader in the elationship. The fourth perspective, leadership in a trust culture, shifts the focus toward the ambient culture where interaction between the leader and the led is based on trust founded on shared values, recognizing the follower as having a key role in the leadership relationship. This mind set emphasizes teams, culture, and mutual trust between leader and follower, which are the methods leaders use to institutionalize their values. The last perspective is whole-soul (spiritual) leadership. This perspective builds on the ideas of displacing values and maintaining a culture of trust, as it focuses attention n the whole-soul nature of both the individual leader and each follower. This perspective assumes that people have only one spirit, which manifests itself in both our professional and personal lives, and that the activity of leadership engages individuals at this core level. â€Å"Spirit† is defined in terms of the basis of comfort, strength, happiness; the essence of self; the source of personal meaning and values; a personal belief system or inner certainty; and an emotional level of being. Equating spiritual leadership with the relatively new idea of emotional intelligence may seem atural. Emotional intelligence is indeed related to social intelligence and wise human relations. It involves the ability to monitor one’s own emotions, to discriminate among them, and to use the information to guide one’s thinking and actions (Salovey and Mayer 1990). Emotional intelligence is a useful concept (perhaps for all of the perspectives, but especially from values leadership on), but it involves only a part of what spiritual leaders might use in their larger-scoped task of capturing the spirit (the s oul, the heart, or the character) of followers at the emotional, ut also at the value, intellectual, and technical levels. Whole-soul (spiritual) leadership integrates the components of work and personal life into a comprehensive system that fosters continuous growth, improvement, self-awareness, and self leadership in such a way that leaders see others as whole persons with a variety of emotions, skills, knowledge, and abilities that go beyond the narrow confines of job needs. Spiritual leadership is essentially the linking of our interior world of moral reflection with our outer world of work and social relationships. The theory suggests these five perspectives are distinct ut related hierarchically, leading to a more accurate and comprehensive conception of leadership. This hierarchy suggests that succeeding perspectives encompass and transcend lower-order perspectives, and that individuals must move through simpler perspectives before being able to comprehend and engage in leade rship activities characterized by more complex perspectives. To gain a full picture of leadership, the theory suggests, we should take into account how a â€Å"holarchy† of leadership perspectives offers a compilation of leadership elements that produces a more comprehensive view of the leadership phenomenon Koestler 1970). Within this compilation of leadership elements, some transcend others to such a degree as to make the less encompassing elements look less like true leadership. As we move up the model, the distinctive elements of leadership as differentiated from management become more refined. The Leadership Perspectives Model The leadership perspectives model explains leadership in terms of these encompassing perspectives (figure 1). The model shows five concentric triangles, the smallest of which is scientific management and the largest of which is whole- soul leadership.Thus, in two dimensions, we are able to see how one perspective can encompass and transcend another perspective. For example, values leadership encompasses the ideas of scientific management and excellence management, but transcends them in ways that help us to see distinct activities and approaches that create a line between management theories of the past and leadership ideas in contemporary literature. The leadership perspectives model operationalizes significant elements of Fairholm’s initial theory, illustrating how these constructs, along with operational categories and ey leadership elements, relate. The specific leadership elements are ones that are found in contemporary leadership literature. Overall, the model points the way not only to understand the phenomenon of leadership better, but also to teach leadership and develop individuals in their leadership activities. Key Research Findings This researcher performed a content analysis on 103 essays written by middle managers in the District of Columbia government describing their conception of leadership.Data were also collected from 31 interviews of public managers (balanced in terms of government function, personnel grade level, gender, and ethnicity) in three metropolitan Washington-area jurisdictions — Arlington County, Virginia, Washington, DC, and Prince George’s County, Maryland—as a supplement and verification of the essays’ analysis. The content analysis and interview data reveal the following general findings about the leadership of public managers in terms of the five leadership perspectives. Five Leadership Perspectives.The content analysis revealed four distinct, â€Å"pure† leadership perspectives and one transitional perspective (that is, excellence management). The scientific management, values leadership, trust culture leadership, and whole-soul leadership perspectives were evident as distinct mind sets held by practicing public executives. Fifteen of 103 essays (14. 6 percent) reflected completely distinct leadership perspectives. All persp ectives were evident in mixed or combination forms. The scientific management perspective was identified as the perspective of choice most often, receiving the most hits t 24 percent, while the excellence management perspective received the least at 15 percent. Each hit measures the existence of at least one description or reference to a leadership element in the leadership perspectives model. The evidence for each leadership perspective is reinforced by the analysis of both the essays and the interviews. Excellence management garnered the least concrete support. It is the only perspective that did not have a pure form found in the essays—that is, no one was identified as solely in this perspective—and almost one-third of the essays had Different Perspectives on the Practice of Leadership 581Figure 1 Leadership Perspectives Model 11. This finding suggests that excellence management may be more appropriately labeled a transition or bridge perspective from scientific management to values leadership. This perspective may reflect people’s tendency to mix the ocabularies of management and leadership as they try to express what it is they actually do. People hear the newer 582 Public Administration Review †¢ September/October 2004, Vol. 64, No. 5 terms of leadership, but they may not yet be able to shake off the traditions of management theory and the vocabulary of industrial revolution. The result is a description of leadership that mixes the efficiency and productivity mantra of scientific management with the relationship, teamwork, values, and empowerment vocabulary of recent leadership literature, such as that found in the values-based leadership and emotional intelligence literature.Hierarchical Leadership Perspectives. The five perspectives of leadership tend toward a hierarchy. The public managers described perspectives that related in loosely hierarchical ways—perspectives that encompass and transcend other perspectives. In this sense, the scientific management perspective is of a lower order in the leadership perspective hierarchy. All of the other perspectives encompass and transcend it. Whole-soul leadership is of a higher order, transcending the other four. The interview data verify essay data and confirm the five perspectives relate in a hierarchical manner.Through trial and error, by increasing their awareness of leadership activities, or by increasing their levels of responsibility in the organization, individuals may progress from lower-order perspectives to higherorder perspectives. This suggests that some people may extend their understanding and practice of leadership over time. This could happen if a career is maintained at the same organizational level or if it spans multiple levels. Data illustrate that adopting a new perspective transcends the previous one. For instance, the tools and behaviors of a lower-order perspective may be the building blocks for the ools and behaviors of succeeding perspectives, but they are not adopted unchanged from one perspective to another. As one moves up the hierarchy of leadership perspectives, the tools, behaviors, and approaches one uses are encompassed and transcended and can, at certain levels, be totally sublimated by other tools and behaviors so as to be obsolete or even antithetical to the work of a leader in higher-order perspectives. Distinctiveness through the Operational Categories. The perspectives can be distinguished by understanding how someone describes the implementation (or doing) of eadership, the tools and behaviors used, and the approaches to followers taken in the leadership relationship. The content analysis of all 103 essays suggests that specific leadership elements within the â€Å"approaches to followers† cate gory distinguish a person’s leadership perspectives (such as giving orders, motivating, team building, inspiring). However, the tools and behaviors that individuals describe in â€Å"doing leadership† are more helpful in differentiating leadership perspectives than either of the other two. Table 1 summarizes the number of times a leadership element ithin the operational categories of the leadership perspectives was distinctly described in the essays. A total of 1,343 distinct references to the leadership elements that define the categories outlined in the leadership perspectives model were found in the 103 essays. The interview data reinforce the fact that the operational categories in the model are useful in distinguishing leadership perspectives. Seeing More the Higher Up You Are. The higher in the organizational hierarchy public managers are, and the more time in service they have, the more likely they are to subscribe to higher-order perspectives.Perhaps this is a commonsensical notion, but rarely, if ever before, born out by research (though by no way is it to say that by virtue of promotion individuals necessarily adopt more encompassing views of the leadership responsibilities). Comments from interview subjects validate this idea. One mid-level manager within the whole-soul leadership perspective stated bluntly that â€Å"my views have changed over a number of years. † Another response from a senior executive within the trust culture leadership perspective indicated, â€Å"If you were to ask me five years ago I would have a different answer, I’d have different thoughts. As this individual began to understand different aspects of the job, especially aspects dealing with values and relationships, new ideas and technologies began to emerge and were viewed as successful. These statements, typical of many this researcher received, lend evidence that people can and do move from one perspective to another and that the movement is t oward higher-order perspectives—perspectives that are more encompassing and transcendent than previous conceptions. There may even be a point at which they realize what they thought they were doing in terms of leadership actually urned out to be more managerial in nature. A realization of how leadership differs from management causes them to focus their leadership effort differently. One public administrator confided that â€Å"in this current job, I jumped right into management (there was a lot wrong in that area) and I was frustrated that I hadn’t taken the time to do the leadership. Now I am starting from scratch all over focusing on the ‘leadership piece’ because the office still did not function well. † Gender and Racial Congruence. All five perspectives were evident in male and female public managers at the ame relative frequencies. However, females tended slightly more toward the excellence management perspective, while males tended slightly more toward the scientific management perspective. All five perspectives were evident in African American and white public managers at the same relative frequencies. These facts suggest the leadership perspectives model applies regardless of the gender or race of the person engaging in leadership. Functional Incongruence. The data reveal the functional area of government in which public managers operate may influence leadership perspectives.Public managers in the public safety and justice function tend toward the first three perspectives in the hierarchy: scientific management, excellence management, and values leadership. Public managers in the government support, direction, and finance function revealed all but the trust culture leadership perspective. Public managers in human services and education, economic regulations, and public works reflected all five leadership perspectives, although they tended toward the lower-order perspectives. It is descriptive in the sense that it defines and explores how one may view leadership and positions that perspective into an overarching leadership model. To some, leadership is scientific management, but that perspective may not be as encompassing (as complete a description of the phenomenon) as another perspective.The section of the model from values leadership to whole-soul leadership describes leadership in a more refined manner (and more in line with contemporary literature on leadership, such as emotional intelligence), with whole-soul leadership perhaps being the better overall descriptio n of what transcendent leadership looks like. The model is prescriptive in the sense that it explains which activities, tools, approaches, and philosophies are required to be effective or successful within each perspective. This research suggests that in order to fully understand what leadership is, we have to take into account that some f what we call leadership is often encompassed and transcended by other, more enlightening conceptions. The more enlightened we become in terms of transcending leadership elements, the more able we are to see leadership as distinct from what contemporary literature would distinguish as management. Burns (1978) refused to use the term â€Å"management. † Instead, he used the term â€Å"transactional leadership† to distinguish lower-order organizational technologies from the ideas of higher-order leadership, which he termed â€Å"transforming leadership. † This model adds new light (and support) for why Burns may have chosen to us e eadership to describe his more managerial descriptions of organizational activities, in that some do view management as leadership. However, we are able to understand through this model that some perspectives of what we do are not leadership at all, but rather management—perhaps good management, but management only. In other words, everything we call leadership may not actually conform to the distinctive technologies of leadership. This leadership perspectives model allows public administrators to more easily recognize their day-to-day leadership (and management) efforts and to see those efforts in broader, more encompassing ways.The research and findings based on the model can influence public administration and the individual public administrator by (1) growing their understanding of leadership, (2) helping to refine public administrators’ roles and recognize that their measures of success in these roles will reflect activities consistent with their leadership pers pective, and (3) reshaping the professional training of public administrators. Growing One’s Understanding of Leadership This research suggests that one’s understanding of leadership depends on the perspective that one brings to the question.The perspectival approach to leadership assumes it is possible to expand and grow one’s understanding of leadership, even to the point of realizing what one thought was leadership may more accurately be called management or, as Burns put it, transactional leadership. It does not assume one must necessarily move from one perspective to another, but it does suggest that movement can and does occur. Interview subjects reflected a sincere and reflective approach to leadership, which they felt comfortably fit their views of how they interact with other people and how other people interact with them. These were not xpressions of leadership styles (that is, calculated activities to achieve some specific goal or achieve a particular agenda depending on the situation or follower maturity). Rather, the perspective a person holds defines (1) the truth to them about leadership, (2) the leader’s job, (3) how one analyzes the organization, (4) how one measures success in the leadership activity, and (5) how they view followership. The leadership perspective is the umbrella under which different leadership styles may be pursued or expressed (Hersey and Blanchard 1979). Leadership perspectives, therefore, are not leadership styles to be changed willy-nilly.Rather, leadership perspectives are paradigms and worldviews (leadership philosophies) that need not necessarily change over a lifetime, but may be grown and changed through concerted training efforts, life experiences, and learning opportunities. One interviewee in the public library system suggested the things she did and believed as a first-line manager were totally different than the things she does and believes now as a senior executive. She said that wh at got her to her current position was no longer effective where she currently sits in the organization.As she progressed through different levels of the organization, she also progressed through different perspectives of what leadership meant to her and how she practiced it as a public administrator. Redefining and Refining the Roles of Public Administrators Just as leadership can be viewed in multiple ways, so can the roles of the public administrator. This research reinforces the idea that the perspective of leadership that public administrators accept (implicitly or explicitly) determines their actions and how they measure the relative success or failure of those actions. Therefore, the leadership erspectives within which public administrators operate most likely influences the roles they choose to play. Public administrators who sit squarely in the scientific management perspective accept that the traditional public administration principles of efficiency and effecDifferent Per spectives on the Practice of Leadership 585 tiveness and the activities summarized by POSDCORB fully explain the purposes and processes of their work. To them, technical managerial skill and scientific, reasoned precision must be the purview of public administration without the pressures of political activity, which â€Å"rightly† belong to politicians.Public administrators holding to the excellence management perspective add an emphasis on process improvement and stakeholder involvement to discover and resolve potential problems in efficient and effective processes. These first two perspectives, scientific management and excellence management, focus on the administrative side of the classic public administration dichotomy. Together, they ground the traditional measures of success for public administrators, which the leadership perspectives model suggests may actually be based on transactional management ideas— not leadership at all.However, as we have seen, there are those who claim more for the profession of public administration than the technical and predictable. Many say that the politics–administration dichotomy is no longer relevant, if it ever was. These public administration leaders bring a values perspective to the work they do and recognize their potentially influential place in society (Marini 1971; Waldo 1971; Frederickson 1997). Some focus on the societal impact they can make. Others focus on the organizational impact they can make. Others find meaning in creating great public administrators one by one, either by teaching, mentoring, r going about their public-sector jobs in inspiring ways. These views of public administration may fit more comfortably with the philosophies of higher-order leadership perspectives. No wonder, then, there are still disagreements within the field as to its proper role and stance in society: There are public administrators who honestly measure success and implement leadership from dramatically dif ferent leadership mindsets. They use different tools and engage in behavior and approaches toward others very differently. These perspectives also guide how they view the work of other public administrators, always gauging the success or ailure or the appropriateness of another’s work based on how they conceive of leadership in public administration. Not only does this sometimes cause confusion and frustration within public organizations, where public servants are doing the day-to-day work of government, but it also adds to the confusion and frustration in debates about the field itself. Perhaps these debates might better focus on the perspectives of leadership among public administrators that dictate their values, goals, and behavior more so than the academically defined roles that public administrators are said to play.The perspectival approach to leadership, therefore, may encompass a way to analyze the field of public administration itself. 586 Public Administration Revie w †¢ September/October 2004, Vol. 64, No. 5 Some public administrators who hold to lower-order leadership perspectives may never see a reason to progress through different perspectives. The research findings in this study conclude, however, that there are perspectives of leadership that encompass and transcend lower-order perspectives, that growth and progression is evident in the ways people conceive of leadership, and that moving to igher-order perspectives increases a public administrator’s capacity to cope with increasingly complex issues, organizations, and relationships. Hence, there are ways of conceiving of leadership in public administration that transcend and encompass more limiting perspectives. This translates to public administrators who seem more organizationally sophisticated and emotionally intelligent, as well as more attuned to the personal or individual issues of their jobs. They deal more with people, public issues, and policies (both within the organ izations and outside it) and are able to facilitate more success in an increasingly omplex world. The perspectival approach to leadership also points to a clearer way to understand the different measures of public administration success. The hierarchical nature of the leadership perspectives model suggests the role of public administrators encompasses the technical implementer and skilled mediator roles, but transcends them as well. It suggests that public administrators may rightly play a more facilitative, policy-making, and collaborative role—roles that are more in line with higher-order leadership perspectives—and those roles may be more appropriate (if not necessarily more effective) roles in general.Shaping Professional Training, MPA Curricula Designs, and the â€Å"Oughts† of Public Administration Understanding leadership perspectives as they are applied to the work of public administration can be used not only to refine (and redefine) the field, but also to provide a foundation for training new public administrators. As important as the technical and traditional management skills of public administration are, there is also a need to focus on the recently recognized skills and perspectives of leadership such as relationship building, inspiration, culture creation, values change, creativity, and flexibility.If such a focus is neglected in the training and work of public administration, the field may never get past the continual debates about its legitimacy, usefulness, and place in government and society. In today’s organizational climate, where technology and information are expanding rapidly, along with the knowledge base and professional and personal requirements of the workforce, higher-order leadership perspectives and the public administration roles associated with them may indeed be more effective. Public administrators are often in a better position to suggest new programs and new directions or government. Higher-order mind sets assume, or at least allow for, this function as a part of doing leadership in public administration. The leadership perspectives model helps to redefine the field to focus on public service as an opportunity to engage in leadership within public organizations. It supports our continual efforts to teach others to seek the highest ideals of public service, and thereby to leave to citizens a legacy of trust, integrity, and responsibility, as well as high-quality service delivery and accountability. This implies there are approaches to public administration that hould be adopted over others (such as community building, value shaping, visioning, and stewardship). It implies there are approaches to public administration that are more encompassing and transcendent than others. The research describes what leadership looks like in the work of public administration, emphasizing that the work within public organizations influences the work of public organizations. Public administrat ors can, therefore, better understand their work as leaders inside the organization— not just middle managers, but middle leaders as well (G. Fairholm 2001; M. Fairholm 2002). Remember the one ublic manager who â€Å"jumped right into management,† but then realized he had to start â€Å"from scratch all over focusing on the ‘leadership piece’ because the office still did not function well. † Well-functioning offices are key to welldelivered services and good government. Another public administrator explained that â€Å"leaders need to be modeling behavior, what you want from people you must model. If you want to have a certain type of communication from others you must communicate that way. If you want people to develop people, you must develop people. You must model the work ethic; do what is required o help. I believe in having respect for the position one holds, but I also believe in equality. You need to work to build a community. † This perspective outlines a kind of organizational work that influences how both the internal and external mission of the organization is carried out. The leadership perspectives model clarifies leadership as distinct from discretion or mere uses or abuses of authority. The different perspectives of leadership make the work of public administration look and feel different depending on the different mind sets public managers hold from which they view their craft.These perspectives prescribe how public administration ought to be. Indeed, the â€Å"oughts† of public administration are shaped by the perspective of leadership that one holds. What the leadership perspectives model also offers, however, is that not all perspectives are equal in application. Some perspectives are more encompassing and transcendent than others—that is, some are more operationally useful today than others. Recognizing this potential measure of our work should influence how this work is taught and how individuals are trained.Current (and past) master of public administration programs still teach mostly management skills and techniques. Often programs add the word â€Å"strategic† to the planning function to give it a top-box orientation, but it is still focused on institutional planning and numbers, not values. A course on managerial leadership is emblematic of this approach, and it is not sufficiently comprehensive. MPA curricula and professional development programs would benefit from discussing the descriptions of leadership perspectives and the type of public administration consistent with those descriptions. They should train specific skills, ompetencies, and technologies that the different perspectives demand, including emotional intelligence or other higher-order concepts about values, relationships, and dealing with stakeholders at the emotional level. MPA programs should include leadership specialties or include leadership as a core competency with courses to rei nforce it. The leadership perspectives model itself offers fundamental skills and approaches that can be used as a framework to shape a training and development program or even as part of an MPA curriculum. For example, a five-day leadership training program might use the perspectives to outline each day’s activities.Each day would include a section on implementing leadership from that perspective, coupled with skills-development activities for the leadership elements within the â€Å"tools and behavior† and â€Å"approaches to followers† categories. Each day might then end with the implications for public administration from that perspective. Table 2 outlines such a training design. These curricula and programs should recognize some of the more normative issues about these perspectives and devote attention to answering the questions about how public administration should be thought about and practiced in encompassing and transcendent ways. ConclusionAs public a dministration begins to include discussions of leadership more explicitly in its work and training, the field will not only better understand its legitimate role in society, it will also produce men and women who are competently and confidently prepared to do the work of public leaders. The task of public administration today—both intellectually and operationally—is to better understand these perspectives and ensure the field is adopting the most appropriate and encompassing approaches to and measures of our work in the societies we live in, the organizations we work in, and the individual lives we influence.Overall, the perspectival approach to understanding leadership is a credible and valid way to better understand how people can operate in this complex yet intensely personal world within which public administration finds itself staunchly entrenched.
